I urge the committee (and the full House) to move “Inexpedient to Legislate” on CACR 20.

Secession is, first and foremost, a bad idea. If we secede from the United States, New Hampshire will no longer be one of the 50 states which make up what is still the greatest nation on earth. We will be a small republic about the size of Estonia.

Estonia is actually a fairly successful country, which seceded from the old Soviet Union in 1991 but the Estonians had many things going for them back then which we Granite Staters don't have going for us today. For example, Estonia had been an independent country as recently as the 1940s.

Another difference between Estonia in 1991 and New Hampshire in 2024 is that the Soviet Union was collapsing in 1991, wheres the United States is still in decent shape in 2024. The sponsor of the bill echoes alarmist comments about the national debt when he proposes triggering secession when the federal government debts reaches $40 trillion. Currently, the debt is $34 trillion.

Even $34 trillion is a huge sum of money, but the debt is manageable. The federal government has no trouble selling the debt at very low interest rates (mostly to American investors) and it has never defaulted on the debt. Over half the debt is the money supply which totals about $21 trillion. (That includes over 10 billion $100-dollar bills which are held overseas and are effectively an interest-free trillion-dollar loan to the US government.) An additional $7 trillion or so is debt owed from one branch of government to another.

Even if New Hampshire seceded from the Union, we would still be on the hook for our share of that debt anyway.

Finally, the US Constitution makes no provision for secession. We can't simply opt out. Sure, eleven states tried to secede in the 1860s, but even then they immediately formed their own federal government. The new Confederacy was a total failure, which lasted for barely even four years. I doubt that New Hampshire would do any better if it seceded 160 years later.

I suppose that the other 49 states could find some way to kick us Granite Staters out of the USA if they wanted to get rid of us, but we would have to leave on their terms, not ours. Our best option is to continue being the greatest state of the 50 states which make up the great nation known as the United States of America.”

The United States is the Titanic, and we bicker over who should man the helm two and a half minutes after the iceberg has been struck. The national debt stands at a whopping $34 trillion as of today and the interest payments on that debt now cost more than a trillion on their own. This is obviously unsustainable and when the dollar loses its reserve status it will have the same value as Notgeld banknotes. New Hampshire does not have to go down with the ship. Monetary policy aside, the country as a whole hasn't been this divided culturally since the Civil War. More than a third of the nation wanted to fine or imprison people who opposed vaccine mandates, and nearly a fifth wanted to take the children of people opposed to mandates away from them. The Federal Government is launching raids on farmers for selling raw milk while actively aiding the illegal immigration of hundreds of thousands. The Union clearly no longer works as intended. The federal government runs roughshod over the 50 constituent states that made it. The congressional approval rating sits at a measly 17 percent. The two front runners for President are 80 year old geriatrics who have read, at most, 7 books between the two of them. These problems are systemic. They have been building for the last 40 years and are not fixable at this juncture. New Hampshire has a chance to leave this sinking ship before it drags us all under. We must choose to either live free, or die.

This bill should make it through so that the voters of New Hampshire can decide for ourselves. Please don't quash it in committee again: let the people decide! No doubt some legislators will oppose this, but they should be called to justify why they would not even let we the people decide! The bill does nothing else than put the question to we the people, and even adds a trigger that even if we pass the amendment to the state Constitution, it will not go into effect unless the federal government puts our nation even deeper in debt! If, on the other hand, the federal government recovers some measure of fiscal sanity and stops the explosion of our national debt, this amendment will not enter into force. So, those legislators who oppose this should absolutely be required to justify why a) they oppose we the people having our voice heard at the ballot - nobody gave "legislators" the right to become anti-democracy authoritarians - and b) why they oppose New Hampshire being careful about the out-of-control federal government spending disaster-in-progress. In summary - please support this CACR. All it does is let We the People decide for ourselves. If you oppose that, why are you a --representative-- ... of the people?

In reading about the holocaust, I always wondered why the Jewish people didn’t just leave? They must have heard the speeches. It didn’t build up from everyone getting along to people being shipped off to death camps overnight. They must have seen the danger, so why didn’t they just leave Germany? So what does the holocaust in Germany and Europe have to do with us today? We are seeing it happen now. So why don’t we just leave? We hear the speeches from people like Bill Gates, and the World Economic Forum. They say they need to reduce the world population. So why don’t we just leave? About me: I got my degree in Biochemistry and Biophysics from Oregon State University. I went to work for Genentech in South San Francisco, California. I saw how corrupt companies like Genentech are. When I discovered something that would adversely impact people’s health that had contaminated the drugs, I was shut down and shut up. They would not listen. So I left that company. Since then I’ve stayed on the fringes of society. I recently was working as a truck driver. I drove all around the country during the covid lockdowns. I saw all the empty hospitals, that the news was telling people were overflowing. There were some people dying, but mostly it was from what the hospitals were doing to them. The people were put on ventilators, when that was shown to be death to people with covid. They were given highly toxic drugs like Remdesivir, which has been shown to cause organ failure and death. But there was not a significant rise in the the overall death rate. At least, not until the covid vaccines were introduced. When they said they were going to use mRNA technology in a vaccine for the first time on the WHOLE WORLD’S POPULATION, I was horrified. I knew from my time at Genentech and my studies in Biochemistry that injecting mRNA into people can and will change their DNA. Free mRNA in the cells can be incorporated into the DNA via an enzyme called Reverse Transcriptase. It is a mechanism that the cells can use to repair damaged DNA. And I read the medical journals talking about how every time they had tried to make a vaccine for a coronavirus, the thing would backfire on them and make the person more susceptible to disease. If you read what these guys at the World Economic Forum say they want to do, it includes: Genetic modification of every living thing Culling the useless eaters Since the introduction of the covid vaccines, there has been a significant rise in the overall death rate, along with a significant decrease in the birth rate. The numbers out of life insurance companies have been shocking. And we don’t have to look at the numbers to see it happening all around us. Since the lockdowns, I have been reading the obituaries at whatever place I was at in the country. I see young people dying of things like heart attacks, strokes, blood clots, brain bleeds, aneurysms, cancers that cause death weeks or even days after diagnosis. Likely you’ve seen this happen in people you know. Vaccine expert Dr. Geert Vanden Bossche recently warned that, “In my humble opinion, what we will see is something completely, completely unprecedented in terms of the magnitude of the wave of morbidity and unfortunately mortality that we will see.” He continued, “In some of the highly vaccinated populations … I would not be surprised that we will be dealing with serious decimation of the population, in some populations, maybe up to 30 or 40 percent.” If the vaccine genocide is not bad enough, there are the wars. We have President Biden sending billions of dollars to fight against Russia in Ukraine. Russia has repeatedly threatened to nuke the United States over this interference. I don’t want to fight Russia. I don’t want our young people being sent off to die in foreign wars. How can this ever stop if we remain part of the United States? And if the vaccine genocide and foreign wars isn’t bad enough, then there is the money supply. Our leaders in Washington DC have inflated the money so horribly, a crash is inevitable. They have spent indiscriminately, sending billions overseas, handing out checks during covid, wasting money at every turn. They are set to introduce an electronic money supply and phase out cash. When they have a digital dollar, they will have complete control of the population. All they have to do is turn your money off when you go against what they want to have happen. There will be no more protests. We saw that in Canada with the Canadian Trucker protest. They shut down their money and thereby shut down the protest. There will be no ability to just use cash if your credit cards are shut off, or your bank account gets closed. So back to the holocaust of the Jewish people in Germany: Why didn’t they just leave when they saw all these things coming to pass? I ask you the same question: Why don’t we just leave when we see all these things coming to pass? We have a short opportunity to leave before we are swept away into totalitarian world government. I ask you, for the sake of the lives of the people of New Hampshire, to approve this legislation moving us closer to separation from the United States of America.

To the honorable members of this committee, I Support this bill because I believe that the United States is entering an economic crash and a reset into a new even more corrupt monetary system. As was argued by Dr Ron Paul, G Edward Griffin and others the Federal reserve system has been the root of nearly all the evil committed by the US Government for over 100 years. We've seen endless unjust wars, empire building, legitimate foreign governments overthrown etc. This was all paid for by money printed out of thin air by the Federal Reserve and the end of this system has actually started. The Federal Government is spending borrowed money in huge amounts in a futile attempt to retain it's empire. The 40 Trillion dollar debt limit is a line in the sand that I support drawing. After this monetary reset I believe that New Hampshire should use sound money and have non Federal banks. Our citizens will then have the option to remain Federal Citizens and use the new Federal fiat money (whatever that may be) or relinquish our Federal Citizenship and use gold, silver and possibly Bitcoin. I also believe that article 10 of the New Hampshire constitution is clear and the conditions have been met. The censorship and misinformation during the 2020 Presidential election amounts to a coup in my opinion. Multiple branches of the government operate with complete disregard for the law and the Constitution and I do not think anyone will trust the outcome of any future election. Finally, the reason I was able to attend the January 12 meeting is that my employer has decided to close on Fridays and cut the hours of all of it's employees due to slow business. I am an Electrical Engineer by trade and I work for a small electronics company. The President of the company says he expects this to last at least 6 months. This proves to me that, at the very least, a recession has already started. I predict that by the November election it will be obvious. Please consider my thoughts and enter this argument into the public record.

As a veteran, a son of a veteran, brother of a veteran and in-law of a current service man, and as an American, I find that anyone would propose such a bill deeply insulting. I have long thought that every elected state official should spend some time meditating on the Picketts Charge mural in the state house. Doesnt every member of the legislature routinely recite a Pledge that refers to ".... one Nation under God, indivisible,..." ? Has that routine caused the Pledge to lose its meaning ? Please reject this.

Good morning. I’m Stephen Villee from Dover, and I’m the founder of the Club 75 Alliance, one of several New Hampshire groups advocating for secession. But my group is very different from the others. I want to do it legally, and that means a United States constitutional amendment to allow secession, modeled after the European Union’s Article 50, which made Brexit possible.

Now, the politicians in DC aren’t going to like this. But they need to remember they’re supposed to be representing the American people. And recent polls show that folks are starting to open their minds about secession. I want to appeal directly to the American people, and ask them nicely to please be magnanimous and allow negotiated, peaceful secession, because it’s the proper, decent, civilized thing to do when a clear majority of a state’s residents want independence. That’s what consent of the governed is all about.

My second big difference from the other groups is that I’m happy to wait a few years. I actually think secession today would be premature. We probably don’t have the majority in favor, yet. In any case, for me it’s not about escaping a broken federal government. I don’t think DC is broken. It’s just trying to be all things to all people, and we need to get away from that. We need to acknowledge that different people want very different things out of government.

Libertarians like me want small government, much smaller than what Democrats and Republicans want. We’re gradually realizing our best strategy is to concentrate ourselves in New Hampshire until we’re the majority here, and then push for peaceful secession.

I’m the author of this book which explains in some detail how it could work. I call it multilateral secession. That means carefully listening to all sides, especially including the loyalists, those folks already here in New Hampshire who remain loyal to DC, and who would by that time be a minority. In a civilized secession, it’s vitally important to make reasonable accommodations for the loyalists, and in this case, that means grandfathering them into the big government benefits they have today.

My goal for secession is to make lots of libertarians very happy, while maintaining excellent relations with the United States, and also making sure no one in New Hampshire is materially worse off due to secession. If it looks like some people would be suffering, then as part of this study commission, let’s sit down and talk about it, and see if we can fix it so that secession doesn’t hurt anybody.

So please vote “ought to pass” on this bill, so we can have a civil discussion about secession. Thank you.

Examining and preparing for the necessary steps and upcoming actions to secure our lands, our finances and our people is essential at this very critical time in our state’s history. This bill, HB1041, offers a framework for preparing NH’s move toward independence and away from the fiscally-irresponsible government actors in DC currently making more and more messes of things that affect us all. We already have our own Constitution and government in place, but there are lots of other questions about things that will be needed to be dealt with in order to peaceably separate from the out-of-control actors in DC.
